On the other side, groups whose targets are soldiers or civilians have a higher chance of success. In general, terrorist organizations are not directly targeted by the state. The terrorism changes form into a civil war In case of acting to the targeted state. A typical example is that terrorist groups aim at confrontation with the state and therefore active participation in the civil war. The state's inability to confront terrorist and insurgent structures and exporters of terrorism on a global level certainly caused the response of the USA and its partners. That’s should contribute the stability to Afghanistan and the region.
