                    <dim:field mdschema="dc" element="description" qualifier="abstract">Clusters represent an important tool in achieving sustainable economic development in transition economies as well as economic growth in developed countries. The baseline for implementing a cluster development concept is different in transition economies compared to more developed countries. However research has shown that 71% of companies having joined clusters have improved their competitiveness and are four times more innovative and ready to be part of R&amp;amp;D projects.
Three actors play the most important role in the ecosystem of clusters: Companies, Public sector, Educational R&amp;amp;D sector.
Successful clusters are created by companies ready to embrace changes and close cooperation. 
There are more than 40 clusters in Serbia. Companies join clusters in order to profit from a number of benefits. It takes time to build the platform and trust necessary to foster these advantages, and in this process, the cluster facilitator plays an important role. However one major objective of the LEDIB Cluster House concept is to develop cluster facilitators based on a multidisciplinary approach including companies, the public sector and knowledge institutions in order to develop clusters in Serbia.
The LEDIB Cluster House concept represents a systematic approach to cluster development by offering an exceptional platform for fostering the advantages of clustering in Serbia, as well as in the Balkan. The LEDIB Cluster House concept accommodates clusters organizations in Serbia in the area of C2C networking, cluster promotion and internationalization, cluster managers / facilitators, cluster advisory service, training facilities, cluster facilitation and administration. The cluster facilitation is critical to cluster development. This platform is essential for developing facilitators including: main goal with facilitation, facilitation focus, personality features, primary level of involvement and decision-making. The LEDIB Cluster House concept can thus be a key tool in developing cluster development strategies in Serbia and the Balkans.</dim:field>
