                    <dim:field mdschema="dc" element="description" qualifier="abstract">n this paper we present a solution for secure voice communication for government institutions, suitable for deployment in non-developed regions which suffer from bad mobile network coverage, problems with power supply and relatively frequent acts of criminal activities and terrorism. The main emphasize of this paper is that TETRA, as a system designed for operation in crisis situations, could also be used for small scale deployment, rather than region or country level solution. As an example we gave preliminary use case of similar system deployment on randomly chosen area based on publicly available data about non-developed regions.</dim:field>
